According to Section 215 of the U.S Immigration and Nationality Act (8 U.S.C. 1185) it is illegal for a U.S. citizen to enter or leave the U.S. on anything other than a U.S. document. This applies to dual citizens as well, meaning that persons holding e.g. both Austrian or European and U.S. citizenships MUST enter and leave the U.S. on a valid U.S. passport; they may NOT enter/leave the U.S. on an Austrian/foreign passport. This applies to children as well as adults.
PLEASE NOTE: On return to the European Union the dual national needs to enter the European Union with EU passport. It is illegal to enter the EU as an EU citizen with the U.S. passport.

Emergency passports are issued only in real emergencies, and evidence of the need for immediate, emergency travel should be submitted with applications. Emergency passports are normally limited in validity and cannot be extended. Furthermore, you must appear at the Embassy or Consulate in person, during business hours, to apply. The application process and fee are the same as if you were applying for a regular passport. If you apply for your regular passport within 1 year of the issue date of the emergency passport, you will not have to pay the fee again. When you receive your emergency passport, you will also receive a letter that explains how to obtain a regular passport after returning from your urgent travel.
Under passport regulations, an individual may not possess more than one passport of any one type (tourist, official, diplomatic) at the same time. On occasion, the Department of State will make an exception to this policy for individuals who travel extensively and often for business purposes. These second passports are issued for a validity of two years provided a valid justification for issuance exists.
